Jtc Launches First Industrial Gls Site Adaptive Reuse Kallang Way
The tender for a Government Land Sales (IGLS) site in Kallang Way has been launched by JTC on June 25. This site is the last of the five Confirmed List sites under the 1H2024 IGLS programme.
The site includes a three-storey terrace factory which must be retained and adapted for continued industrial use. This is the first time a site with adaptive reuse is being tendered, as part of a new framework to promote sustainable redevelopment while preserving industrial buildings with historical and cultural value.
Built in the 1980s, the existing terrace factory in Kallang Way is the last remaining three-storey “terrace-showroom”-type factory cluster in Singapore. It boasts unique architectural features such as gable-end wall profiles and protruding solar fins, which the successful bidder must preserve.
The site spans a total of 4.41 hectares and is zoned for Business 2, which is designated for food manufacturing. It has a potential gross floor area (GFA) of 1.23 million sq ft for industrial and ancillary industrial uses, including 37,674 sq ft of retail space. The site also comes with a lease of 32 years. This will allow the successful bidder to assess the building conditions, develop plans for adaptive reuse works, and obtain necessary approvals from relevant authorities.

In a press release, JTC stated that the adaptive reuse requirement for this site is part of a larger rejuvenation of the area. The aim is to create a vibrant space that will include both food manufacturing spaces and retail offerings. Tang Hsiao Ling, the director of the urban planning and architecture division at JTC, hopes that this will serve as an example of how mature industrial lands and estates can be comprehensively rejuvenated in a sustainable manner.
JTC also announced that a site at Tukang Innovation Drive is available for application. This means that the land parcel will only be released for sale if it receives an offer above an acceptable minimum bid price. The Tukang Innovation Drive site is the last of the four Reserve List sites under the 1H2024 IGLS programme.
Spanning 0.70 hectares, the site is zoned for Business 2 and can yield up to 187,141 sq ft of GFA. It comes with a tenure of 20 years. The deadline for applications for the Tukang Innovation Drive site is July 24 at 11am.
