The government has announced its plans to transform Bukit Timah’s Turf City into a residential estate, which is expected to span 176ha and accommodate 15,000 to 20,000 new homes. This announcement was made by Desmond Lee, Minister for National Development, during a recent exhibition at the URA Centre where he outlined the conceptual plans for the area.This marks the first time in nearly 40 years that public housing will be planned in Bukit Timah. The proposed plans for the new Turf City estate aim to create a car-lite and pedestrian-friendly environment, with convenient walking and cycling connections. Four distinct neighbourhoods have been proposed for the area, namely Racecourse Neighbourhood, Stables Commune, Saddle Club Knolls, and Tinggi Hills. Each of these neighbourhoods will feature public spaces that are integrated with repurposed heritage buildings and structures. A total of 27 buildings and structures have been identified for retention and repurposing, including the iconic North Grandstand which once accommodated thousands of spectators during its peak as one of the region’s top racecourses from 1933 to 1999. In the words of Lee Sze Teck, the Senior Director of Data Analytics at Huttons Asia, this approach demonstrates the government’s intent to preserve the character of the area.Encompassing a total area of 176ha, this new estate is significantly less extensive than Tengah, which spans 165ha and is currently being developed to accommodate 42,000 homes. Similar to the new Turf City estate, Tengah is designed to be car-lite and pedestrian-friendly. The development of the new estate will occur progressively, starting from the existing transport nodes along Dunearn Road, and is expected to be fully completed in the next 20 to 30 years. This new housing area is also flanked by three Good Class Bungalow (GCB) locations, namely Swiss Club Road to the west, Eng Neo Avenue to the east, and Raffles Park to the east. Lee Sze Teck from Huttons Asia suggests that high-rise developments may be built further away from these areas, closer to the new Tinggi Hills estate to the north.He also expects that once completed, these HDB flats will fall under the Prime classification in the current Plus housing model. Considering the current resale prices of HDB flats in Toh Yi and other Prime Location Public Housing launches, Lee estimates that four-room flats in the new Turf City estate may start from $600,000 during their launch. Similarly, he expects that private homes in the area may cost approximately $2,500 per square foot (psf).According to the Urban Redevelopment Authority (URA), the plans for this new estate were developed in consultation with residents, as well as heritage and nature groups over the past few years. Moreover, public feedback during the engagement period for the upcoming draft masterplan in October 2023 was also considered.
