In a news release dated January 20, Minister for National Development Desmond Lee has announced the successful completion of the final two housing projects that were delayed due to the pandemic. The two Build-to-Order (BTO) projects, Punggol Point Cove (Phase 2) and Kempas Residences, represent the culmination of HDB’s efforts to complete all of the pandemic-delayed housing projects.
Over the past five years, a total of 92 projects have delivered more than 75,800 new apartments to Singapore residents. In 2024 alone, HDB successfully completed 22 housing projects, with 17 of these being delayed due to the pandemic. The remaining four projects were completed on schedule, with only one delayed for non-pandemic related reasons.
Out of the 22 housing projects, two were Shorter Waiting Time (SWT) projects, which were completed within a waiting period of less than three years. These included Parc Glen at Tengah and Grove Spring at Yishun, which provided a total of 1,995 new flats. The remaining projects had waiting times of up to five years, and together, they delivered over 18,000 flats in 2024.
Residents of Punggol Point Cove (Phase 2) have been receiving their new home keys since November 2024, while the key collection for Kempas Residence began earlier this month. HDB aims to inform the remaining residents regarding their key collection dates in the coming weeks, upon the completion of the final blocks in both projects.
Situated along New Punggol Road, Punggol Point Cove (Phase 2) boasts 1,179 units of two-room flexi, three-, four- and five-room flats across six residential blocks. Despite delays caused by the pandemic, the final block was completed just 12 months after the original Probable Completion Date (PCD). As of January 15, 657 households, or 59% of the 1,109 booked units, have collected their keys.
According to HDB, the completion of Punggol Point Cove (Phase 2) signifies the conclusion of all housing projects in the Punggol Point District, which includes Punggol Point Cove (Phase 1), Punggol Point Woods, and Punggol Point Crown BTO projects, all of which were completed in 2024.
Similarly, the Kempas Residences BTO project, located between Serangoon Road, Lavender Street, and Boon Kheng Road, has 583 units of two-room flexi, three-, and four-room flats spread across four residential blocks. The final block, delayed by six months from its original PCD, was completed in mid-January. As of January 15, only 37 households, or about 7% of the 555 booked units, have collected their keys.
At present, there are 110 HDB housing projects under construction, an increase from 95 projects a year ago, as a result of the recent increase in BTO supply. HDB reports that it is on track to complete about 17,000 flats across 27 projects in 2025.
