Sla And Nac Jointly Launch Tender First Arts Sandbox Kampong Java Rd

The Singapore Land Authority (SLA) and National Arts Council (NAC) have recently launched a unique Price-Quality tender for a row of five restored heritage properties located at 52 to 56 Kampong Java Road in Little India. This marks the first time that a state property will be leased as an “arts sandbox,” providing an experimental space for the arts. The proposed lease will consist of an initial tenancy term of five years, with an additional four-year term at the government’s discretion.

Spanning a total land area of 28,621 sq ft, the Kampong Java site is comprised of five two-storey heritage buildings with a total gross floor area of 10,721 sq ft. Designed for use as a multidisciplinary arts sandbox, the property also includes a 484 sq ft F&B space on the first storey of 52 Kampong Java Road.

In terms of accessibility, the site boasts a prime location within a 10-minute walk from both the Newton MRT station, which serves as an interchange for the North-South and Downtown Lines, and the Little India MRT station, which serves as an interchange for the Northeast and Downtown Lines. Nearby amenities include United Square Shopping Mall and Pek Kio Market and Food Centre, providing convenience for potential tenants.

The tender for the Kampong Java site will be evaluated based on a combination of price and quality, with a weightage of 30% and 70% respectively. During the official tender launch, SLA’s director of business planning and development, Carrie Wong emphasized the importance of proposals that showcase how the premises can be transformed into a lively arts sandbox and attract artists from various disciplines.

She also noted that the agency has already carried out restoration and renovation works on the property, which were completed last month. These include interior upgrades, the construction of a new driveway, and additional carpark lots, ensuring that the property is in excellent condition for potential tenants.

Originally constructed in the 1930s as quarters and outhouses for Singapore Municipal staff and their families, the use of these heritage properties has evolved over time. In the 1950s, they were used as offices and stores for the electric and architect departments of the Singapore City Council, which were later taken over by the Public Utilities Board (PUB) and Public Works Department (PWD). In the 1960s, the site was utilized for junior government quarters and government offices by the Election Department, Industrial Health Unit, and other ministerial departments. In the 1970s, it was leased to the public for residential and commercial purposes, and then solely for residential use from the 2000s onwards.

The tender for this unique state property will close on September 18, with the results set to be announced in the fourth quarter of 2024. Additionally, two other heritage properties, located on Scotts Road and Orange Grove Road, are also available for lease, providing a wide range of options for potential tenants.
