Government Offers One Time Property Tax Rebate Owner Occupiers

The government has announced that in 2025, owner-occupied HDB flats will receive a one-off property tax rebate of 20%, while owner-occupied private residential properties will receive a one-off rebate of 15%. However, the rebate for private residential properties will be capped at $1,000. Property tax is determined based on the annual value of a property, which is the estimated rental income it could generate in a year if it were rented out.

This rebate was revealed by the government on November 29, as part of Budget 2024. It comes as the government plans to raise the annual value bands of owner-occupied residential property tax rates on January 1, 2025. The changes are aimed at reducing the property tax burden for owner-occupiers and alleviating the cost of living for Singaporeans.

According to Lee Sze Teck, senior director of data analytics at Huttons Asia, the annual value of private properties is expected to remain stable this year due to minimal growth in private residential rents. Conversely, HDB rents are predicted to increase by 4%, leading to a rise in the annual value of HDB flats. The one-off property tax rebate can help cushion the impact of this increase for HDB owners. For instance, if a HDB flat has an annual value of $30,000, the property tax payable in 2025 would be $720. With the rebate, the owner would only have to pay $576, resulting in a savings of $144.

Similarly, some private residential owners may also benefit from the one-off rebate. For example, a private property with an annual value of $85,000 would incur property tax of $5,760 in 2025. With the 15% rebate capped at $1,000, the owner would only need to pay $4,896, saving $864 in property taxes.

Lee notes that while property tax rebates have been offered before, they do not diminish the appeal of investing in residential properties in Singapore. This is because the potential for capital appreciation far outweighs the increase in property tax.
