The three-storey building, located at 9 Norris Road, has recently been refurbished and is zoned for Civic & Community Institution use, making it a highly coveted property in the neighbourhood.
According to Clemence Lee, executive director of Capital Markets at CBRE, the sale of this freehold and conservation status property is an “extremely rare” opportunity for investors. CBRE has been appointed to market the sale of this heritage building, and as it is a non-residential property, it is open for purchase by foreigners with no additional buyer’s stamp duty or seller’s stamp duty payable on the transaction.
Lee further notes that the property, sold with vacant possession, is not only suitable for investors, but also for users looking to create unique concepts that complement its charismatic features. The building could potentially be utilized for various purposes such as associations, a childcare centre, or a worker’s dormitory, subject to approvals.
The refurbished property boasts a new covered performance atrium on the ground floor, making it suitable for use as a performing arts centre, museum, or filming studio. The restored architectural elements provide a suitable backdrop for community and civic activities.
The 5,447 sq ft site has a total built-up area of 9,688 sq ft and features a prominent street frontage of about 15m along Norris Road. The property’s ownership is held by 39 NR Pte Ltd, a holding company owned by Hafary Holdings, one of Singapore’s largest building material suppliers.
The restoration and refurbishment of the building was overseen by local architecture firm OWAA, which describes the project as including a new glass canopy covering the central courtyard, providing the building with a multi-volume and naturally lit performing atrium on the ground floor. The internal spaces have also been reconfigured and modernized, and the conserved Moorish façade has been restored, complete with timber louvred windows, a cantilever balcony, and domed roof turrets.
The sale of 9 Norris Road will be conducted through an expression of interest exercise that closes on August 7th. This is the second time in three years that the property has been put up for sale, with a combined guide price of $16.5 million, together with an adjacent three-storey shophouse at 3 Norris Road. Today, the building stands as a testament to its storied past as a site for community services, having formerly housed the Asian Women’s Welfare Association’s family service centre in the 1980s.
